XML::DOM for X64 ActiveState is available here: http://ppm4.activestate.com/MSWin32-x64/5.10/1000/. You may have to get Win32GUI from CPAN or SourceForge and compile it yourself.

Update:

I found both XML::DOM and Win32::GuiTest in the ppm4 module index. Figure out the ActiveState package manager and give it a try.
