Strange line in the code and not declared variable

I have a line

Code
my ($:)=($ENV{LOG_HOME}||$ENV{OUTPUT_DIR}||".")."/".uc($pid).".PIN";

`echo $short_desc > $f_pin`;

Code
$f_pin

Was never declared. Does it means that it automatically takes value of

Code
 $:

?

And also, what such line means?

Thanks
