Meaning of this Perl code.

Hello Members,

Please tell me what is the meaning of this Perl code.

$URL=$ENV{"S_URL"} || "/";
$USERLEVEL=$ENV{"S_USERLEVEL"} || 0;
$USERNAME=$ENV{"S_USERNAME"} || "";
$LOGINNAME=$ENV{"S_LOGINNAME"} || "unknown";

$USERLEVEL=2 if ( $USERLEVEL==1 );

$THIRDLINE=$ENV{"S_THIRDLINE"} || 0;
$TECHMANAGER=$ENV{"S_TECHMANAGER"} || 0;

$DO=$ENV{"F_DO"} || "TOP_MENU";
$DO="TOP_MENU" if ( $DO =~ m/login/i );

I have checked they are not environment variables.
