Error POSIX.xs has failed to load

Dear All,
I understand I am bothering you a lot, but there is some error, which I didn't see before
Below is my program

$lib_path=$ENV{'DWEB_SITE_PATH'};

use warnings;

print "Content-type: text/html\n\n";
print "Good ",qw(night morning afternoon evening)[(localtime)[2]/6]," fellow monks.";
my ($d,$m,$y) = (localtime)[3,4,5];

It perfectly works without "require". But with it it shows an error

In 'dteacl_b.pl we have

Code
use POSIX; 
use Digest::MD5 qw(md5_hex); # perl5.8 build-in
use DBI;


and below a lot of sub. If you want I can put them all, but it more than 1000 lines
Could you please tell me, what happened?

POXIX being a core module, if POSIX refuses to load, then I would think that there must be something really bad in your Perl install. Maybe you want to talk to your sysadmins.
