Trouble w/ download... Can't Post

hey,
Well i finally figured out how to make my upload script work, now i am a script that views all the files that were uploaded (when it is uploaded the file is added to the database). The script works fine and it links directly to the file but instead of downloading it, it views it as a webpage that is filed with various symbols. Check out http://etow.virtualave.net/cgi-bin/vscenarios.cgi to see what i am talking about. Is there anyway to change it where you download the file instead of viewing it? I attached my viewing script for your viewing pleasure too.

Ok now i feel stupid, i went to my upload thing and upload a few more files and then they could download but the first one couldnt. That is odd, maybe since there are actual text in that file it viewed it as a webpage how can i get around that without having to delete out that text (these are scenarios for AOK and that text is probably used in the game as the description).
