make system calls Can't Post

On a command line based perl sricpt, you can make system() calls. This will allow you to call other utils/ scripts with parameters.

How can system calls be achieved when the perl script is on a web server. ie THe script is being called from a web page and needs to call other utils.

There's no difference. You can make system() calls as well. Or didn't I get your question?
