using loop/array to create new files Can't Post

Hi, I have written a script that opens a file, locks it, reads the contents into an array, creates a new file for each line (just the first part of the array) names the file after the value in the array, gives it a value of 0, sets the permissions and then closes it.

But I am looking for some advice on whether or not the code should be tweaked. Can you help?
