I don't think so. Why do you actually need to install an ASP interpreter at an IIS? I use IIS5 at Windows 2000, and it's all included. In that version, you can create 'application' directories, wherein several file types (file extensions) are linked to interpreters. I just added .cgi with perl.exe to the list, and it all worked.
