A Newbie Question On Directory Structure Can't Post

My question is can I reconfigure my directory structure to the more standard model of...

/home/t12b13/cgi-bin/index.htm

from the rats nest of

/home/t12b13/cgi-bin
....................../public_html
....................../terrybowers/cgi-bin/htdocs/index.htm

without mucking up my website?

That's probably a question best asked of your host. You can add symlinks to make your own life easier, but I wouldn't rename any directories or move them around without conferring with your host first.
