I believe if you want to run perl scripts that don't require the use of a browser, you don't need to install apache (anyone, please correct me if I'm wrong).

If you're wanting to run a cgi program you'll need to install apache, which is a web server. This will enable you to run cgi scripts on your local computer. You can download a binary version of apache at http://www.apache.org/dist/binaries/ Simply select your operating system.
