Having the program set the file permissions Can't Post

I have a survey script that writes the survye responses to a .txt file. I can access the file over the web, but cannot ftp the file to my harddrive as the permissions are not set to allow it.

How does one have the program set the permissions of the file itself so I can read/write/execute it?

That would be done using the chmod command. Doing a search of this Forum for 'chmod' will give you lots of posts offering this solution. One might be the answer you are looking for.
