testing perl scripts - HOW ? Can't Post

Is there anything like a perl windowing shell to test and debug perl scripts. How do Win98 people run scripts on their machines - is there a win32 binary package w/ interpreter +libraries and other goodies. I've been playing around with perl through my hosting service, but as you can imagine this becomes very tedious .

Any leads will be appreciated
