If you are going to write Perl applications and would like to test them on your windows machine before you upload them to a server you can get Active States Perl for win32
You do not have to have this but it helps. Also what helps is having a server system running on your windows machine so you can see your applications run from a browser without having to upload them to a server. Apache has come out with there Apache For Win32.

As far as installing this stuff they are just exe file you double click on and the installation is automated.

In addition to this stuff (which is completely optional but helpful) you should probably get a good program editor. Back when I was using Windows I used EditPlus as my editor. You can get it here
It costs $25 but it is well worth it.

Also check out some of these links for learning Perl.

Perl Central

This is a the site for which is the defacto standard for programming CGI applications

Well that should get you started. You should probably pick up a book on Perl so you can learn the proper way to do things.

As far as books to learn Perl I recomend
Learning Perl published by O'REILLY.

Good Luck and Have Fun
