Why Perl and not mod_perl for the web?

Why Perl and not mod_perl for the web? Can't Post

If mod_perl has all the power, versatility and security that Perl has, then why should anyone use Perl for cgi and the web, when mod_perl is much faster?

1/ Because often Perl/CGI is good enough.

2/ Because many web hosting companies don't install mod_perl.
