mySQL, XML, Interwoven Config files Can't Post

hi gurus, i intend to work on a script that does this in the Interwoven environment, perhaps u can give me some pointers how i may go about it;

here's the problem:

there's this XML file (iwwa.cfg) which is used as a config file for the FrontOffice module. we would like it to be auto-update whenever there's a new user or new workarea created. Now, the info on new users and workareas are stored in mySQL. There's a DTD available for the XML file. How should i go about reading the mySQL for the fields and parse it out as an XML file with a fixed format?
