Modifying SGML Can't Post

I need to change entities like * and = and + to their alias like, &ast;, &equals; and &plus;. I need to change these globally without modifing these in between <CITATION="XXXXXX"> SGML tags. Does anybody have any suggestions?

Any help would be greatly appreciated.

I don't know much about processing SGML I'm afraid, but a search at CPAN for "sgml" shows a large number of modules. One of those might help you.
