install Module thru PPM Can't Post

can I install inline::Java thru PPM

PPM>install inline::java

ppm> install inline::java
Searching for 'inline::java' returned no results. Try a broader search first.

Is it possible to give the directory path / url where that module is located..

It's possible to give a full url, maybe files too I never tried it and can't atm, but you might.

If you're looking for modules outside the ActiveState repository Bribes de Perl is a good source. Unfortunatly the module you're looking for isn't in there. (But it has example how to install from an url if you're looking for it).
