simple Newbie questions Can't Post

I am completely new to perl and cgi - so i want to ask a few very simple questions
<UL TYPE=SQUARE>
<LI>Firstly, when i have a script in a .pl format how do i integrate that into a html page?
<LI>Secondly, what is chmod?
<LI>what do all the chmod codes mean?
</UL>

the answers to these questions would be very helpful!

by using the perl print command
print "<<EOF"; # is print till see EOF Content-type: test/html \n\n

<HTML>
<HEAD><TITLE>MY TITLE</TITLE>
</HEAD>
<BODY>
<H1>This is my page</H1>
</BODY>
</HTML>
EOF

chmod changes read,write, exec permission for owner, group, world.
read = 4
write = 2
exec = 1
chmod 777 myscript.pl is rwx for everyone
chmod 755 myscript.pl is rwx for owner, and read and execute for group and world. (rwxr-xr-x)
ls -la will give results
