i need to know how to get the values out from the CSV file and output to excel

the first line in the file is:

'525053201162793,'01JAN2008,'00:08:34,'00:10:30,'00:01:56,'0.29,'6590022955,'81124578,'353826011018800,'3B43,'I,'N,'N,'N,'I,'N

A CSV file is compatible with excel. The CSV file is a text file while the xls files are binary.

You can open any csv file with excel and save it as an xls file. You don't need to convert it but if you do, excell can do that for you.
