Correct Charset capture ! Can't Post

Hi -

I found few interesting threads in this forum and immediately registered myself.

I am doing web extraction for a project and when I try to capture strings like UTF8 or similar charset they result as sample shown below:

Guamá, Belém,PA 66730-000, Brazil

I know mysql can handle them and even perl. I tried using "use utf8" directive and also decode module but the issue remains same.

I would be really glad if someone could help me.

where do you get your encoding broken? (shell, browser, db, etc...)
