File permissions & locations for a database Can't Post

Hi,
Would any one out there be able to help me and educate me at the same time!

I have a database which contains users' creditcard details. Where should I locate the various files (including the database itself which contains the card details) and what permission numbers (eg 755) should I put on the files and the directory those files are in - should they all be in the same file?

The relavent files are as follows:

1)For use by administrator only:
-modify database html
-delete database html

2)For use by anybody browsing site:
-add a record to the database (html)

There are three html files, one perl file and one database (text) file for all of the above. The perl file is in the cgibin, the datbase file and html files are in the same directory.

Paragraph 2: I meant should they all be in the same directory (not file) -oops
