Analyze an audio stream

Hi all,
Would it be possible, with perl, to analyze an audio stream and check if there is any sound coming out of it?
For example, if I were to feed a beep into the speakers, and had a perl script listening on the audio output source, and wanted to tell it "if its this frequency, then run &this subroutine"
Am I way off base? Should I pick a different language, or is there some magical module I'm overlooking here? :)
