File permissions... Can't Post

I'm trying to understand file permissions. I'm experimenting and getting the following :
"Script owner : 99" and
"Directory owner : 525".

I borrowed a script from someone to test those properties since I'm having some hellish problems getting an upload done. The mini-script I'm using is :

#!/usr/bin/perl
use CGI;
use strict;
use vars qw($q $fh);
$q = new CGI;
print "Content-Type: text/plain\n\n";
print "Script Owner: ".$<."\n";
print "Directory Owner: ".(stat("../popup/images"))[4]."\n";
