File permissions Can't Post

After copying my perl files to the server, I have log into the server and set file permissions on each file. Is there a way to set the file permission in the file itself?

Create one script that does chmod 0755 on all your scripts in your cgi-bin directory or
allows you to pass a name and permission parameter to the script. This one should be the last you have to chmod to when you upload. Then, each time you upload a new script, go to a web page and run the script or telnet in and run it from the command line.
