Installing DBI, ODBC on NT server Can't Post

We have downloaded and extracted the various elements, but the test script, stripped down to this:
#!c:/perl/bin/perl.exe
#
# Perl script that talks with the Northwinds database using an
# ODBC DSN of Northwind.
#

use DBI;
#use Data: umper;

exit;
Keeps giving us this:

CGI Error
The specified CGI application misbehaved by not returning a complete set of HTTP headers. The headers it did return are:

Can't locate loadable object for module DBI in @INC (@INC contains: C:/Perl/lib C:/Perl/site/lib .) at C:/Perl/lib/DBI.pm line 158
BEGIN failed--compilation aborted at C:/Perl/lib/DBI.pm line 158.
Compilation failed in require at C:\beta\dialog\ubb-pub\dbtest1.cgi line 7.
BEGIN failed--compilation aborted at C:\beta\dialog\ubb-pub\dbtest1.cgi line 7.

Any ideas? This is first for the whole team, on a time crunch (always). Our needs are very simple, we just need to retreive two fields from the ACCESS DB. but we can't even get that far.
Any help?

Go to the DOS prompt.
Type "PPM" (to start ActiveState's Perl Package Manager)
Type "install DBI"

A simpler test is simply

perl -MDBI -e0
from the command line

-M tries to load in a module

don't forget you also need DBD::ODBC to talk to an odbc datasource.. also Win32::ODBC works too.. not as nice since its not as portable as DBI, but i believe its faster.

Use a UNIX based system instead. You'll rarely encounter perl problems in its native environment.

This is hardly a perl problem.. trying to use a module you didn't install would error out on your precious unix too.
its the user, silly.
