I don't think that your problem is easier with Perl than with the other "common" languages, such as PHP, Ruby or Python. Of course Perl is one possibility. However, if you are an absolute novice in Perl, and want to use this task for learning this language, I would break it up into smaller, independent units. At least you should separate

For the first part, get you web app running with a very simple program (maybe one where you just enter a number and get the double of the number in return).
For the second part, I suggest that you post your solution in Pseudo-code, and ask concrete questions of where you have problems mapping this Pseudo-code to Perl.
