setting a cookie after creating html Can't Post

i have a perl script which generates a web page and i wish to set a cookie after the page is set. the browser however does not seem to recognise the set-cookie header and just includes it as part of the web page. is there some way to tell it that the html has finished and the next line is a cookie header?

The cookie needs to be set from the response header, before the HTML.
