Simple Policy Script needed Can't Post

I am looking for a script much like the one used here when you register. Just a simple script that allows me to post our company license agreement and has "accept" or "decline" buttons on the bottom. Accepting take them to a page of my choice while decline sends them back to the main (or page of my choice). I do not want them to have to register. Along the lines of PageXS.

The question that comes to mind is, if you're not asking them to register, why do you need to use a script for that? It would seem that you could use regular text links for "approve" and "decline". Or, if you wanted to hide the url, you could use a simple redirection program (http://perlarchive.com/guide/Navigation/)

Or am I missing something?
