I'm a newbie with no idea how to create what I want so I'm looking for a perl script that will create a dynamic webpage using information stored in a text file. I'd like it if possible to run from a link, so that the text files filename is part of the link that creates the page. Is that possible?

Just the content of the page with the program inserting the header and footer? If so, will the content already contain html tags, or should the program insert html code based on the layout of the text file? If not that, please give as many details as possible.
