Downloading a file Can't Post

I need to show a page of thumbnail photos and download the full size version of the file when a link is clicked (these are legit news photos - nothing dodgy going on here).

I've been told that I can do this in perl without needing an FTP site but the person who told me doesn't know how.

Any clues out there?

In fact you can do it in straight HTML. If you want to have it more
automated, then look at somewhere like:
