Content Management Can't Post

Howdy! I'm looking for a script that appears to be common in many article based websites. It can be recognized by the print and email icon that appears on each page of the article. The URL is something like "default.html?id=something" I seen the script in CGI and PHP form, since the web file ended in .cgi or .php. Two examples are http://www.anandtech, which uses i in the URL instead of ID, and http://www.webhosting-support.com. This link shows that icons on the bottom. I hope someone knows that name of the script. Thanks.
