Check out the "Mailing Lists" section -- there's lots of programs that allow you to import addresses and send mail from your browser.

You might want to try : http://www.cgitoolbox.com/umail
I know very very little about cgi and got this running within a half hour.
This script has 2 parts the front end for people to subscribe/unsubscribe, and the back end for sending the mail. If you want to only send you can create your own text file with the addresses. When you send you will hard code in the script the from info. You can then enter the subject and text each mailing and you are all set. Feel free to email me if you need any help setting up. We currently use it in my company for a 200 + list that is growing rapidly.
