Need Good Free Program For Opt-In Email Lists

I need a good free program for my opt-in e-mail magazine. I have been doing all the new opt-ins by hand but it is getting to be too much.
I need a cgi perl program that can:
1. Keep a database of the form input
2. Mail html e-mail to the database recipients
3. Be able to automatically remove those who want removal
4. Be easy to edit database
If anybody knows of a program that can do this easily, and is free. Please let me know.
