The " /cgi-bin/axs/ax.pl" is spurious indicator. The only thing it does on their main page is track which link you took to leave that page. That is to say, they are using it to see which links on their main page are the most popular. They are NOT using it to generate that page. Most people I've met don't mind telling you what they use to run their web site, especially if you are not running a competing site, and perhaps give credit to their site for the assistance. With that in mind, I recommend you just ask them what they use to generate the news portion of their main page. You might need to be more specific than that. There's a lot going on on that page.
