I need a download moderator script. May somebody do this job? Can't Post

Hi,
I'm Federico Fernández, the webmaster of www.emulamaster.com.
I'm looking for someone who can make a CGI script for me.
See, my website is about emulation, and because of that I have lots of large files for download. My site is getting very slow because my visitors are consuming too much bandwith. I don't have enought money to pay monthly for more bandwith (that is too expensive) So I thought in a CGI script that restrict the number of download according to the number of visitors downloading. Fo example, as I have 65 GB of bandwith per month, my server can provide a maximun transfer of 23 KB per second. So, I guess, if 23 visitors request a file for download at the same time, each one will get a download speed of 1 KB per second, right? And if 46 visitors request a file for download at the same time, each one will be downloading at 0.5 KB per second.
Well, as what I want to do is to improve the download speed of my page and files. I want a CGI script that gives me the option of set the number of visitors I let download at the same time (for example 23) so I can control the download speed of my site. If there are already 23 visitors downloading files, the number 24 will see a custom message sorted by the script telling him that he must try later, because in that moment there are too many visitors downloading.
That's all, did you understand me?
Is there someone who can make this script? How much will cost to me?

Please answer.
Best Regards,
Federico Fernández
