cgi script called from a browser Can't Post

I would like to know if anyone ever encountered the problem that I'm having with my perl script. I'm running an apache server off of a Unix system, the problem is:
- when I call from the command line a script that contains code that executes a system call (system(), exec(), or backticks), it executes perfectly fine and I get the result I want, but when I call that same script from the server, it never executes the system call. I use a fork that has the system call as a child so that it can complete before the rest of the script goes on.
- the server can call simpler scripts that do not execute a system call, that's no problem.

Would anyone know why such a problem occurs? I've been stuck with this for a while. Thanks for any help.
