Perl Script Can't Post

Is there a way I could save information anywhere I want in a page...example....
Some perlcode..
<html - html html html><a href="" perl="save" perl="title,actual title"> - Where it says perl="save" it would save that information to a cookie, and in this example it would be a link. And where it says perl=title,actual title - the first title would tell the perl script that thats what it is saving, and the actual title would be the name it saves.
Then later in the same page, or different page I could go something like and it would show the title will the url as a link for the title.
I also want it so I can add to it, like so through the script and maybe add another variable. And then use it easily.
This does seem kind of hard, and I dont have any money now, I just bought a laptop, but if you can help, thanks!!

I think what you're trying to do is open a file, read the contents of it, and then rewrite it, replacing certain text with a variable or something of that sort.

see the attached file for the code.

with all the pattern matching stuff, i'm not sure if i escaped all characters i was supposed to (i don't do a lot of that type of stuff)
