Perl Module Installing Can't Post

I am trying to get some code working on a Godaddy shared hosting account (linux). And I am not having any luck. Assuming CPAN cannot get working (see other post), are their alternative ways to install modules manually? I have read that you can "perl Makefile.pl; make; etc" But I do not think that GoDaddy has "make".

I tried copying just the \folder\pm file structure to my working directory and that stopped the INC errors, but the modules do not actually seem to be working. At least it seemed like const-fast was not, and when I simply stoped used that Web::Scrapper was throwing " Can't locate object method "new"" for some other (HTML) module I had copied into the working directory.

I read the CPAN installing FAQ thing. and it mentioned local::lib for example. But I am not sure how I would install that or if it would even help.

Godaddy advertises that they have Perl, PHP, and a few others. So there must be a way to do this. Perl does not really seem all that usable without none standard modules. At least I do not really think I could write a program to do what I want to do without the error handling of Try::Tiny and the HTML handling of Web::Scraper, or some similar alternative.
