perl Makefile.PL Can't Post

After following the steps in http://hackmysql.com/mysqlsla_guide

when executing the command
perl Makefile.PL
I got the message
Checking if your kit is complete...
Looks good
Writing Makefile for mysqlsla
Unable to open MakeMaker.tmp: Permission denied at /usr/lib/perl5/5.8.8/ExtUtils/MakeMaker.pm line 997.

What may be the problem, I could not solve it

The problem was pointed out here:

Have you checked where it's trying to open that file and the permissions leading upto that file?

Are you logged in as root?

I cant find the file MakeMaker.tmp file in the /usr/lib/perl5/5.8.8/ExtUtils.There is only MakeMaker.pm file. More over the permsion for the MakeMaker.pm is r--r--r--.

Do I need to set this file execute permission.And what about the MakeMaker.tmp file

I want to know that can installing mysqlsla as from the instructions in the

http://hackmysql.com/mysqlsla_guide
needs the root user.Now I am a general user ,but have root permission as well[b One more thing all the files in ExUtils have same permission.
