Custom tags Can't Post

Help!! brothers and sisters???
i need few instruction about inserting custom tags in html... per example
i have a 1000 pages and all of them include same top navigator , what is the easiest way to put that top navigator as custom tags with no frames....
i mean if i wanna change that top , that will be for once and it will change at the whole project...
help please

Do you have a database full of every file name you want to the header to change in? Or are all the files just on one directory?

yes i have a static html i mean it's not a database and it's located in one directory
