Reading COMP Data in Perl Can't Post

I want to read file, which is downloaded from Mainframe. The file is already converted to ASCII and has COMP and PACKED Decimal Data. I want to read this data and check the value into this Field.

¥ABC2013030208032500

The first 2 bytes have COMP Data and I want to read this data into PERL Script. How can we read this ASCII ( Numeric) data?
