cpan does have a notest pragma, but why do you want to skip the tests?

If the tests are failing, it's usually best to resolve the issues that are causing the tests to fail. In most cases the failures are due to unmet dependencies.

Quote
cpan notest install modulename

If you're using cpanm, the syntax would be:

Quote
cpanm --notest install modulename
