New to perl and HTML Can't Post

Experts I have a question,

I'm running an HTML and on submit it calls a perl script. But when it goes to the script it just displays the the code instead of executing.

<HTML>

<!-- <HEAD> -->

<TITLE>HP Security</TITLE>

</HEAD>

<BODY BGCOLOR=WHITE>

<CENTER><FONT SIZE=7 FACE="Arial" COLOR=BLUE>HP Security</FONT><FONT SIZE=5

COLOR=BLACK>Visitor Registration</FONT></CENTER>

<HR COLOR="BLUE">

<FONT FACE="COMIC Sans MS">

<CENTER>Please provide all information needed for badging.
<FONT>FACE=ARIAL COLOR=BLUE></FONT>

<HR COLOR=BLUE WIDTH=75%>

<CENTER>

<FORM ACTION="hello.pl" METHOD="POST">

*Name:<INPUT TYPE="TEXT" NAME="TxtName" >

*Organization:<INPUT TYPE="TEXT" NAME="TxtOrg" >

*Citizenship:<INPUT TYPE="TEXT" NAME="TxtCit" >

*HP Employee?:<INPUT TYPE="TEXT" NAME="TxtHPEmp" >

*Escort:<INPUT TYPE="TEXT" NAME="TxtEscort" >

<INPUT TYPE="SUBMIT" VALUE="Create badge">

<FONT SIZE=2>* Required Field</FONT></TD>

</FORM>

<HR COLOR=BLUE WIDTH=75%>

<FONT SIZE=2>Thanks!</FONT>
<CENTER><IMG SRC="hplogo.png" ALT="some text" WIDTH=50 HEIGHT=50>

</BODY>

</HTML

***********************************************************************************************

This is my perl script

#!c:/strawberry/perl/bin/perl.exe
use 5.010;
use CGI;
use DBI;

my $q = new CGI;

$TxtName=$q->param('TxtName');
$TxtOrg=$q->param('TxtOrg');
$TxtCit=$q->param('TxtCit');
$TxtHPEmp=$q->param('TxtHPEmp');
$TxtEscort=$q->param('TxtEscort');

*******************************************************************

Can someone give me a clue as to what I'm doing wrong?

Thanks in advance

Rick
