The command line arguments are the arguments passed to the program when you launch it by typing it at the command line, for example in a cmd terminal window:

Code
C:\Users\Laurent>perl process_files.pl file.txt file2.txt
^ ^ ^ ^ ^
| | | | |
prompt perl your program arg1 arg2

I do not use Padre, but I would assume that it offers also a terminal windows allowing to do that, with hopefully a better ergonomy than the cmd program. You can also use the Windows Powershell terminal window, but is ergonomy is just as bad as the cmd. A better alternative might be the Windows bash port.
