Script for email negotiation.

Would really appreciate your help. We need a script that allows two parties to communicate via email while a third party monitors the communication. We want an email solution rather than have parties log into a private chat room or conference type of website.
Basically the two parties send html forms back and forth to each other's email programs using a "send" button on the html form. The form also shows the accummulating correspondence that they have had and a copy is always sent to a third party.
Would appreciate any help on where to find a script that would do this!
