Path To Directory Can't Post

I am installing a CGI script called where.cgi from CGIbiz. It creates a search on your site. It is placed in the cgi bin along with some other directories. It automatically creates new html files based on a tab delimited data txt files. It works all fine and everything all in the same folder, but my cgi-bin is locked to outside www browsers.
I decided to create a folder that people could get to below the cgi-bin directory for the html files to be created in, but I can't get it to work. I have tried the full path to the directory according to the host ( but nothing is working. Here is an example of the directory structures....

www.(mysite).com/html/ (directory for info to be created)
