Perl and uploading to server... Can't Post

I'm not sure how to categorise this, so I'm gonna try explaining first! This is what I want to do.....

I want to (using a perl script) be able to take a file from a person's machine and upload it to a directory onh my server (at their request obviously).

I'm looking for something similar to the way you can attach a file to a hotmail email (allows you to browse your own pc and upload a file).

Is this possible with Perl? Is there such a script floating about? Does anyone have any idea how to even start doing this... or is it more of a Java thing?
