I suppose you're asking this question in a programming context. I can't answer that, but I can give you a web visitor's perspective. Perl seems to be used for mostly useful things, while javascript seems to be most popular for annoying visitors with popup ads, etc. I disable javascript by default, like a lot of people, and only enable it when I absolutely have to, and then grudgingly. As far as I know, you can't disable Perl and I don't know why you'd want to. If you use javascript, it would take me a few seconds to figure out why your database wasn't working for me; then a few more seconds to decide whether I wanted to use it badly enough to modify my security settings for your site; then a few more seconds to change the settings, refresh the browser, etc., etc. I'd be cranky by then, and wondering why you were making me jump through hoops to get to the database. Javascript works nicely for mouseovers and things that don't really serve any useful purpose. For things that matter, Perl makes more sense to this non-programmer.
