File Locking Can't Post

Is this completely useless for file locking? Or, how can I do file locking and trust it:

if (!open (FILEHANDLE, "<file.dat")) {&ErrorSubroutine;}
eval"flock(FILEHANDLE,2)";
@array=<FILEHANDLE>;
eval"flock(FILEHANDLE,8)";
close(FILEHANDLE);

perldoc perlopentut in other i/o issues::file locking
and at:
perldoc perlfaq5 how do i lock a file?
