module installation Can't Post

I got a real beginner question.

from readme:

INSTALLATION

In order to use this package you will need Perl version 5.002 or
better. You install libnet, as you would install any perl module
library, by running these commands:

perl Makefile.PL
make
make test
make install

I had no problem running "perl Makefile.PL". I was not able to run "make, make test, and make install". Or, do I need to run them at all for Win98/NT? Thanks!

David
